§ 48-35. Minimum requirements for wrecker inspection permits.

  • (a)

    No city vehicle inspection permit shall be issued under the provisions of this article for any wrecker proposed to be used by the applicant, unless said wrecker complies with the following minimum requirements:

    (1)

    Said wrecker shall have a current license tag and state inspection sticker;

    (2)

    Each tow truck shall be equipped with a power winch, winch line and a boom with a factory-rated lifting capacity of not less than 8,000 pounds, single-line capacity or hydraulic wheel lift with a factory-rated lifting capacity of not less than 3,000 pounds; and

    (3)

    Each flatbed or rollback wrecker shall be equipped with a power winch with a factory-rated lifting capacity of not less than 8,000 pounds single line capacity.

    (b)

    All wreckers shall carry as standard equipment the following:

    (1)

    Tow sling or hydraulic lift which is sufficient to prevent the swinging of any equipment being transported;

    (2)

    Rope, wire or straps suitable for securing doors, hoods, trunks, etc.;

    (3)

    Outside rear view mirrors on both sides of the truck;

    (4)

    Two five-pound or one ten-pound dry powder and OSHA-approved fire extinguishers;

    (5)

    One crowbar or wrecking bar;

    (6)

    One broom of a type designed for pushing with an 18-inch head;

    (7)

    One flat-edged shovel of at least nine inches;

    (8)

    Three portable red emergency reflectors or flares;

    (9)

    A container to carry glass and debris cleaned from streets when picking up a wrecked vehicle;

    (10)

    A spotlight or flashlight;

    (11)

    All wreckers shall be equipped with two-way communications;

    (12)

    Boom type two trucks shall be equipped with towing dollies;

    (13)

    Flashing warning lights that comply with V.T.C.A., Transportation Code § 547.305.
